Århusin sopimus takaa meille oikeuden puolustaa luontoa ja ympäristöä

Tasavallan presidentin asetus tiedon saannista, yleisön osallistumisoikeudesta päätöksentekoon sekä muutoksenhaku- ja vireillepano-oikeudesta ympäristöasioissa tehdyn yleissopimuksen voimaansaattamisesta ja yleissopimuksen lainsäädännön alaan kuuluvien määräysten voimaansaattamisesta annetun lain voimaantulosta:

1 §

Århusissa 25 päivänä kesäkuuta 1998 tiedon saannista, yleisön osallistumisoikeudesta päätöksentekoon sekä muutoksenhaku- ja vireillepano-oikeudesta ympäristöasioissa tehty yleissopimus, jonka eduskunta on hyväksynyt 21 päivänä kesäkuuta 2004 ja jonka tasavallan presidentti on hyväksynyt 13 päivänä elokuuta 2004 ja jota koskeva hyväksymiskirja on talletettu Yhdistyneiden Kansakuntien pääsihteerin huostaan 1 päivänä syyskuuta 2004, tulee voimaan 30 päivänä marraskuuta 2004 niin kuin siitä on sovittu." – – (jatkuu alla)

Twelfth meeting of the Task Force on Access to Justice under the Aarhus Convention

28 February – 1 March 2019

The twelfth meeting of the Task Force on Access to Justice will take place from 28 February 2019 (afternoon) to 1 March 2019 in Geneva (Palais des Nations, Building A, Salle VII).

The meeting aims to provide a platform for exchanging information, experiences and good practices with regard to key recent developments in the implementation of the Convention’s pillar on access to justice and possible measures to remove barriers hampering its implementation. It thereby supports the implementation of environmental dimension of Sustainable Development Goals, in particular Sustainable Development Goal 16 and its target 16.3 (Promote the rule of law at the national and international levels and ensure equal access to justice for all)  that undergo in-depth review in 2019 .

The thematic session of the meeting will focus on access to justice in cases relating to air quality. The Task Force will identify good practices, barriers, challenges, innovative approaches, priority actions and needs to promote effective access to justice in such cases thereby also supporting the attainment of Sustainable Development Goals 3, 11 and 12. In addition, delegates will continue the discussion on measures to promote effective access to justice in cases on the right to environmental information based on the preliminary findings of the survey launched at the previous meeting. Delegates also will have an opportunity to share information other new developments related to the implementation of the third pillar of the Convention and examine tools to promote effective access to justice.

The meeting will be preceded by 2019 Judicial Colloquium (Geneva, 27-28 (morning) February 2019) for representatives of judiciary, judicial training institutions and other review bodies.

Format of the meeting

Each session will feature brief introductory presentations sharing experiences of the Parties to the Convention and stakeholders related to the agenda items followed by contributors’ interventions and interactive discussion.
Delegates who are interested to make a presentation or intervention at the meeting are kindly invited to contact the secretariat (public.participation[at]un.org) as soon as possible, preferably by 6 February 2019, briefly outlining the title and focus of the presentation or intervention with relation to the agenda items.
The list of speakers will be released shortly before the meeting.

Written input

Participants may wish to submit their written statements regarding the recent developments related to access to justice in environmental matters and summaries of cases relating to air quality which may have precedence in the legal system (see the template and other details from http://www.unece.org/env/pp/tfaj/jurisprudenceplatform.html ) in electronic form to the secretariat (public.participation[at]un.org) prior to the meeting, preferably before Wednesday, 6 February 2019.

Financial support

Limited funds are available to provide financial support to judges, representatives of judicial training institutions, experts with relevant expertise from countries with economies in transition, eligible for financial support, selected speakers and NGOs.

Representatives of Governments should register online  and submit the completed financial support form  to the secretariat by e-mail (public.participation@un.org), indicating in the subject line “Country name – 12TFAJ financial support request” as soon as possible before 14 January 2019.

Please check also registration instructions above and indicate the same operational email address in the online registration and the financial support request form which can be used to provide the necessary information regarding the participation in the meeting. Kindly note that financial support request would be considered only after submission of the completed financial support request form and online registration.

NGOs and other participants applying for financial support are requested to complete the online  registration as soon as possible before 14 January 2019 and mention in the ‘comments field’ that they would like to receive financial support to participate in the meeting, indicate relevant expertise and their possible input to the meeting (see also other registration instructions above).
